International Student Status

Please review the distinctions below to determine whether you should apply as an overseas Chinese student, a student from Hong Kong or Macao, or an international student.

Eligibility for Overseas Chinese and Hong Kong or Macao Students

Applicants must satisfy all requirements listed for their respective category.

Applicant Category Requirements — All Must Be Met
Overseas Chinese Student
  1. Born and continuously residing overseas up to the present, or having continuously resided overseas for at least six years immediately prior to the application.
  2. A student of Chinese descent who has obtained permanent or long-term residency status in the place of residence.
Hong Kong or Macao Student
  1. A resident of Hong Kong or Macao who holds proof of permanent residency.
  2. Having continuously resided outside Taiwan for at least six years immediately prior to the application.
  3. Meeting the definition under Article 4 of the Act Governing Relations with Hong Kong and Macao and not holding a foreign passport.
Ethnic Chinese Student in Hong Kong or Macao with Foreign Nationality
(Hong Kong or Macao Student)
  1. Holding foreign nationality together with permanent residency status in Hong Kong or Macao.
  2. Never having had household registration in Taiwan.
  3. Having continuously resided in Hong Kong, Macao, or overseas for at least six years immediately prior to the application.
  4. Applicants who meet the above requirements shall be recommended in accordance with Article 23-1 of the Regulations Regarding Study and Counseling Assistance for Overseas Compatriot Students in Taiwan.

Note 1 — Continuous residence: During each calendar year from January 1 through December 31, the applicant must not have stayed in Taiwan for more than 120 days; otherwise, the period of overseas residence is considered interrupted.

Note 2 — Overseas and outside Taiwan: “Overseas” refers to countries or regions other than the Mainland Area, Hong Kong, and Macao. “Outside Taiwan” refers to any country or region outside the Taiwan Area.

Note 3 — Verification: For the determination of continuous residence, overseas Chinese students should refer to Articles 3 and 4 of the Regulations Regarding Study and Counseling Assistance for Overseas Compatriot Students in Taiwan. Hong Kong and Macao students should refer to Articles 3 and 4 of the Regulations Regarding Hong Kong and Macao Residents Undertaking Studies in Taiwan. Supporting documents must be submitted with the application for review.

International Student Eligibility

An applicant who holds foreign nationality and meets any one of Options I–IV below may apply as an international student.

Option Eligibility Requirement
IInternational Student Has never held Republic of China (Taiwan) nationality and does not possess overseas Chinese student status at the time of application.
IIDual or Former Nationality The applicant must have continuously resided overseas for at least six years immediately prior to the application, must never have studied in Taiwan as an overseas Chinese student, and must not have been placed by the University Entrance Committee for Overseas Chinese Students in the current academic year. The applicant must also meet one of the following:
  1. If holding Republic of China (Taiwan) nationality at the time of application, the applicant must never have had household registration in Taiwan.
  2. If the applicant previously held Republic of China (Taiwan) nationality but no longer holds it at the time of application, at least eight years must have elapsed since the Ministry of the Interior approved the loss of nationality.
IIIHong Kong or Macao Permanent Resident
  1. Also holds permanent residency status in Hong Kong or Macao and has never had household registration in Taiwan.
  2. Has continuously resided in Hong Kong, Macao, or overseas for at least six years immediately prior to the application.
IVFormer Mainland Area Resident Was formerly a resident of the Mainland Area, has never had household registration in Taiwan, and has continuously resided overseas for at least six years at the time of application.

Continuous residence: During each calendar year from January 1 through December 31, the applicant must not have stayed in Taiwan for more than 120 days; otherwise, the continuous period is considered interrupted.

※ An international student who has been expelled from an educational institution for unsatisfactory conduct or academic performance, or following a final criminal conviction, may not apply for admission again under the Regulations Regarding International Students Undertaking Studies in Taiwan.

※ “Overseas” refers to countries or regions other than the Mainland Area, Hong Kong, and Macao. “Continuous residence” means that an international student has stayed in Taiwan for no more than 120 days in each calendar year, calculated backward from the first day of the semester for which admission is sought.

Eligibility and status determinations are subject to applicable laws, official admission guidelines, and review by the competent authorities.
